I am forced to give a begrudging amount of applause to Philadelphia Mayor Michael Nutter on his latest move.
He asks rhetorically: "Do You Want A Safer City?".  
Instead of saying:

• "The suburbs are no safer"
• "We are safer than Camden"
• or "The crime in Boston increased while Mitt Romney was governor" ............

Mayor Nutter told them to "STEP UP", governing their communities into the safe environments that they desire.  No POLICE MAN and their focus on THEIR EXTERNAL ENEMIES are not going to fix the problem.  PERIOD!!

Unfortunately - My observations of Mayor Nutter is that he is going to assess the situation at hand and the crowd that he is standing in front of and tailor his words - based upon what he can get away with.
In truth - NO POLITICIAN who is focused on POLITICAL "ONE-UPS-MANSHIP " is going to be able to step in and provide the focused leadership that the NEIGHBORHOODS in Philadelphia that is needed in the ares I witnessed about a month ago.

These communities need protection from political operatives that have been selling them dreams for more than 60 years.   Today's condition is evidence of grand usurpation that has been conducted at the expense of and with the complicity with THE COMMUNITY.

The Grand Diversion In Mission Accomplished Cities

Please consider this from my perspective.
As a native of Philadelphia - the focus of the "Black Racial Services Machine" during my formative years was the placement of FAVORABLE PEOPLE INTO POSITIONS OF POWER within the city.

By any rational measure the front line goals have been achieved.   The BACK END RESULTS have not been achieved.

Now we have the latest crop of leaders and "message generators" looking over the conditions in the communities.   Instead of choosing to "Fire Themselves for Failure" - they understand that more of their constituents can be riled up over the threat from "State Republicans suppressing their votes" - with the plans of taking back over in pursuit of government contracts - than they are worried about demanding a "RETURN ON INVESTMENT" in what they have invested their "Black Community Development Consciousness" into for the past 60 years or more.

Without the retained control of one's own "Conscious Attention" - the community will be subjected to the whims of "Black Conscious Attention Filibusters" - effectively "Taking Their Eyes Off Of The Prize".

They are made to functionally AFFIRM the status quo because a SUPERIOR threat is always dangled in front of them by the "Embedded Confidence Men".
